On the 14th of November 2017, at the Christian Foundation Diakonia headquarters in Sfântu Gheorghe, Covasna County, took place the conference with the theme “Contracting social services provided by NGOs – between transparency, competitiveness and reality” organized by the Federation of Social NGOs in Transylvania. At the conference, actively participated almost 100 persons from de Covasna, Brasov, Sibiu, Bihor, Alba, Mureș, Cluj, Arad, Bacau, București, Timisoara and Neamț county, representing NGOs and public authorities.
The Ministry of Public Consultation and Social Dialogue participated at the meeting expressing the availability to gather proposals and suggestions from NGOs related to their activity and about the relationship with the public administration.
The debates on the topic were intense due to the presentation of not only the results but especially the vulnerabilities of the financing mechanisms and the minimum cost standards in force. The intervention of NGO representatives from different counties brought to attention several problems caused by inconsistent contracting practices and the lack of unity, and also emphasised the huge effort of providing quality social services.
The guests from Bihor County put an accent on the need for fairness of the contracting parties and putting the beneficiaries in the centre of our actions: We have obligations, bureaucracy, we lose ourselves in administration, but what happens with the needs of beneficiaries?
The participants agreed on a common action meant to propose actions to the decision makers and the Ministry of Labour and Social Justice, action that will bring real change and the so necessary fair and complete regulations and specific legislation dedicated to contracting of social services. As a result, a position paper will be agreed and made public.
